Manager Hiring Guide This site is intended to help NOAA managers understand the NOAA hiring process and the important role hiring officials have in every phase. The information below lays out the essential steps of the hiring process after the hiring official has identified a need to fill a vacant position and has contacted the budget office of the Line Office (LO) or the Corporate Office (CO) to confirm the availability of funds. Electronic Official Personnel Folder (eOPF) at NOAA Do you have your eOPF ID and logon instructions? If not, contact us. Background: The Electronic Official Personnel Folder (eOPF) is an E-Government initiative, mandated by the Office of Management and Budget (OMB) for all Executive Branch agencies, and administered by the Office of Personnel Management (OPM). eOPF offers a secure, standard approach for personnel records conversion, storage, access, sharing, and archiving. NOAA's Workforce Management Office (WFMO) is collaborating with the Department of Commerce (DOC) and the OPM to fully implement the features of eOPF. eOPF allows employees online access to their own individual folder through a secure Internet connection. To help ensure optimal protection of your personal data, as of Fall 2007, users must access the system with a PC on a federal network using an authorized, registered IP address. NOAA has worked towards converting and maintaining each employee's OPF from paper records to an electronic file in three stages:
Some of the benefits of e-OPF include:
We hope you have a good experience with the eOPF system and welcome your feedback. |

CIYA is an excellent tool for rewarding and encouraging continued hard work from employees. CIYA awards are disbursed at any point within the pay period, rather than held until an official pay date. Therefore, a supervisor can nearly immediately recognize an employee's accomplishment(s), more closely linking the valued-activity with the reward.
The CIYA program should be used in cases where higher-level awards, such as Honor, Special Act, and Administrator's Awards, are not appropriate. The following list highlights situations in which CIYAs are appropriate:
(a) completing a short-term project or significant milestone in less time than expected or when unusual difficulties had to be overcome;
(b) developing new or revised procedures or other contributions toward improving office productivity;
(c) handling an unusually heavy workload, e.g., because co-workers are absent;
(d) completing a significant special assignment that is outside normal job responsibilities; and
(e) planning a special event that is particularly successful.
