POSITION TITLE:           HEALTH AND EDUCATION SPECIALIST (USPSC/Resident Hire), GS-9

Work-week:                      Part-time:  20 hours per week

MAJOR DUTIES:  Under the direct supervision of the Education Team Leader, the incumbent is responsible for managing a range of communication and knowledge management tasks and special projects:  1) Lead the promotion and documentation of project activities through special stories and reports and outreach to implementing partners; 2) Maintain a calendar of HEO program events in collaboration with USAID/CAR’s Development Outreach Coordinator(s), HEO project managers, and implementing partners; 3) Update project briefers and other communication tools as necessary; 4) In consultation with project managers, provide communication support for VIP visits, high-level meetings, and presentations (e.g., draft site visit schedules, prepare briefing materials and scene setters, manage logistics, and provide other practical support as required); 5) As requested by the supervisor, edit HEO’s quarterly and annual reports (e.g., project reports, operational plans, and performance plan and reports) and other reports; and,6) Performs other duties as assigned by the supervisor. 

MINIMUM QUALIFICATIONS/SELECTION CRITERIA:

Education, Skills and Experience (60%):  Applicants must have a minimum of a bachelor’s degree. Minimum of three years professional experience in the development sector, preferably with USAID-related activities or with a donor agency. Excellent writing and editing skills. Ability to analyze and present complex information in concise and clear written and oral form. Familiarity with or ability to quickly grasp health and education terminology and concepts. Experience with health systems and experience in the communication field are preferable. Excellent organizational and analytical skills. Knowledge of computer software and social media tools (e.g., MS Word/Excel, Outlook, PowerPoint, Facebook, Twitter, Gmail, Google Drive, etc.)

Teamwork/Interpersonal and Communication Skills (20%):  Excellent diplomacy, time management, and interpersonal skills. Ability to work independently with minimal supervision. Ability to manage multiple competing priorities and ability to work independently with minimal supervision in a fast paced environment.

Language Skills (20%): Minimum Level IV (Fluent) English Language ability (written and spoken) is required. 

US Citizenship and possession of or ability to obtain minimum "Facility Access" USG security clearance
