Goal:
Provide support to the Government of Ethiopia Disaster Risk Management and Food Security Sector (DRMFSS) to improve its capacity to anticipate and manage shocks and disasters in a timely manner.
Project Objectives:
- Provide input to the Productive Safety Net Program risk-financing process
- Assist the Government of Ethiopia in tracking and reporting on trends in rural incomes
- Build the capacity of federal and regional government officials on the use of new and existing analytical tools for early warning and disaster risk preparedness and including integration of improved climate change decision-making models
Description:
Over the past several years, USAID has invested significant resources into the Government of Ethiopia’s Livelihood Integration Unit (LIU). In its first phase, the LIU Project contributed to a stronger disaster policy and better disaster mapping. The LIU has collected Household Economy Analysis (HEA) baseline data for the entire country, which is used to measure the impact of climactic shocks—such as droughts—on households. This information, in conjunction with other data, is used to determine emergency, relief, and food security program needs. It is published in the Atlas of Ethiopian Livelihoods [PDF, 34MB].
As the Government of Ethiopia has shifted its policy focus from crisis management to risk management, so has USAID. Increased emphasis on disaster prevention and early warning has shaped the second phase of LIU to concentrate on building capacity at all levels of government to use the full analytic potential of HEA. Information gathered by LIU provides situational context that practitioners and policymakers can use to judge the potential impact of climate change and other disasters on rural households. LIU activities contribute to Feed the Future’s objectives of reducing disaster risks and strengthening economic resilience of vulnerable households.
