The figure below outlines the overall NIEM governance structure:

NIEM Governing Structure

The following groups make up the NIEM Governing Structure:

NIEM Executive Steering Council (ESC)

  • Serves as NIEM’s decision-making body regarding membership, funding requirements, program or technical direction, personnel appointments, and other organizational decisions as required for supporting NIEM management.

NIEM Program Management Office (PMO)

  • Executes the vision of NIEM established by the ESC while managing the day-to-day operations of NIEM. The NIEM PMO encourages the adoption and use of NIEM as well as oversees all working group and committee activities. The NIEM PMO coordinates with communities of interest (COIs), principal stakeholders, and other information-sharing initiatives to promote collaboration and interest in NIEM priorities.

NIEM Communications and Outreach Committee (NC&OC)

  • Ensures that audience-specific messages about NIEM are consistently and effectively communicated to key decision makers through the appropriate channels.

NIEM Business Architecture Committee (NBAC)

  • Guides the development, harmonization, evolution, and implementation of NIEM's core data components across domains and communities of interest.
  • Defines and governs the foundation and processes for establishing and supporting the participation of NIEM domains through a “domain independent” or federated governance approach.

NIEM Technical Architecture Committee (NTAC)

  • Defines the technical architecture associated with NIEM development and implementation.
  • Develops, implements, and maintains the technical specifications for the NIEM community.

In addition to the governance supported through the NIEM organizational structure, NIEM Domain Governance is another facet of the overall NIEM Governance Model. Learn more about NIEM domains and the NIEM community.
