JOB SUMMARY:

 

As a Criminal Investigator at the National Archives Office of Inspector General, Office of Investigations, you will be responsible for coordinating and conducting investigations to identify and eliminate fraud and other forms of criminal or improper activity related to NARA programs. You will serve as a criminal investigator in the OIG, typically reporting directly to the Assistant Inspector General for Investigations.

  • You will conduct complex examinations involving digital storage media, and independently collect, process, and preserve digital evidence from electronic devices such as computers, hand held digital devices, network servers, and other automated/data storage devices and digital media.
  • You will guide and lead other criminal investigators in the use of digital first responder tools to ensure proper collection and handling of evidence; and serve as the subject matter expert in one or more digital forensics areas.
  • You will independently plan and personally conduct or lead investigations into violations of Federal laws and regulations, violations of NARA policies and directives, or other matters as assigned.  You will perform investigative assignments to include interviewing witnesses and subjects, executing searches, performing surveillance, conducting computer forensic and/or forensic accounting analysis, and administering oaths during the taking of affidavits. 
  • You will analyze and evaluate investigative results, organizing them in a logical and presentable manner.  You will prepare clear, complete, factual, grammatically correct, and concise final written reports of the evidence, findings, and conclusions of investigations. You will also orally brief management officials on the progress of investigations, and prepare various other written reports as directed.
  • Through statutory law enforcement authority conferred by the Attorney General, you will carry a firearm, and may apprehend and arrest persons violating U.S. laws, and conduct searches and seizures by warrant and incident to arrest, when appropriate.
  • As necessary, you will direct work of other professional investigators, assign work, and provide technical advice and assistance to colleagues within the Office of Inspector General.
  • You will regularly present investigative results both orally and in writing to Assistant U.S. Attorneys and other prosecutorial offices for determinations of the merits of case prosecution.  In cases selected for prosecution, you will provide ongoing assistance to prosecutors, including testifying before grand juries and at court proceedings, and conducting specialized or follow-up investigative activities.
  • You will establish and maintain liaisons with investigative and legal personnel throughout the law enforcement community; participate in developing work plans for the Office of Investigations, and assist in establishing policies and procedures.

Candidates must have had one (1) year of specialized experience equivalent to the GS-13 level for the GS-14 grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.  

 

Examples of specialized experience include: leading substantially difficult criminal investigation cases involving circumstantial evidence that is used to pursue perpetrators; interviewing witnesses and subjects, executing searches, performing surveillance, conducting computer forensic and/or forensic accounting analysis; administering oaths during the taking of affidavits; conducting digital forensics examinations; investigating cases and/or managing investigations of a sensitive or special nature; working long term (1 year or longer) investigations to include writing affidavits, testifying in Federal court and serving search warrants for the purpose of prosecuting criminal cases; apprehending and arresting persons violating U.S. laws;  and conducting searches and seizures by warrant and incident to arrest.

Time-in-Grade:  Time-in-grade requirements apply.  You must have one year of Federal service at the GS-13 level to be eligible for the GS-14.

SELECTIVE PLACEMENT FACTOR: To be eligible for this position, you must possess one or more of the following digital forensics certifications:  

(i) International Association of Computer Investigative Specialists, Certified Computer Forensics Examiner (CFCE);
(ii) Guidance Software, Encase Certified Examiner (EnCE);
(iii) AccessData, AccessData Certified Examiner (ACE);
(vi) BlackBag, Mac and iOS Certified Forensic Examiner (MiCFE);
(v) Department of Defense, Certified Digital Forensic Examiner (CDFE)

PRE-EMPLOYMENT REQUIREMENT: Successful completion of a background security investigation, medical examination and drug test. Males born after 12/31/1959 must be registered for, or exempt from the Selective Service. Must be a U.S. Citizen. Must possess and maintain a valid state drivers license.

AGE REQUIREMENT: There is a maximum entry age of the day before your 37th birthday (except for veteran's preference eligibles) for original entry into law enforcement officer positions. Applicants who have already previously been employed in a Federal law enforcement officer position covered by 5 U.S.C.8336(c) or 5 U.S.C 8412(D) are not restricted from applying. This position has primary law enforcement officer retirement coverage.

MEDICAL REQUIREMENT: The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms and must be able to qualify with assigned weapon, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip and knee joints required: Arms, hands, legs and feet must be sufficiently intact and functioning in order that applicants may perform duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000 and 3000 Hz levels. Since the duties of this position are exacting and responsible and involve activities under trying conditions. Applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be hazard to himself/herself, or others is disqualifying.

CRIMINAL INVESTIGATOR TRAINING: Candidates must have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (or Federal equivalent).

·         Ability to conduct and lead complex and sensitive investigations involving computer networks and systems and to ensure the proper identification, handling, collections, and storage of computer-related evidence. 

·         Ability to communicate orally and in writing, including conducting interviews and interrogations, testify in court, and preparing investigative reports

.    Skill in the performance and practice of digital forensic examinations.
