The Office of Inspector General (OIG) is an independent entity within the Peace Corps and has the broad responsibility established by the Inspector General Act of 1978, as amended, (the Act) to: (1) Promote economy, efficiency, and effectiveness in the agency programs, operations, and management; (2) Prevent and detect fraud, waste, and abuse; (3) Conduct and supervise audits and investigations relating to programs, management, and operations of the agency; and (4) Keep the Director and Congress fully and currently informed about problems/deficiencies relating to the administration of such programs and operations and the necessity for, and progress of, corrective actions. Works as a Senior Special Criminal Investigator assigned to the Assistant Inspector General for Investigation (AIG/I) and performs the following duties:
Performs work related to developing and maintaining relationships within and outside the agency to communicate and disseminate information about program mission and activities.

Provides advice and guidance on investigative programs.

Receives, collects, and analyzes intelligence information in support of criminal investigative activities.

Performs work relating to policy interpretation, planning, and development for agency criminal investigation programs and operations.

Plans and conducts criminal investigations related to alleged or suspected violations of laws, regulations, and policies. Uses a variety of investigative techniques, such as performing undercover work, maintaining surveillance, analyzing evidence, and preparing reports.

Prepares, or participates in preparing, reports of findings on the character, practices, suitability or qualifications of persons or organizations seeking, claiming, or receiving Federal benefits, permits, licenses, or employment.
Drafts reports that are used to make or invoke administrative judgments, sanctions, or penalties.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 05: Qualifying experience for the FP-05 level includes one year of specialized experience at least equivalent to the FP-07 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Example: Practical knowledge of the laws, concepts, operational practices and law enforcement methods and techniques sufficient to enable the investigator to perform independently the full range of duties typically encountered in the enforcement of agency mission laws and apprehend violators of these laws and related criminal statutes.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the FP-05 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B. or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

MEDICAL REQUIREMENTS: The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of this position are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

Grade 04: Qualifying experience for the FP-04 level includes one year of specialized experience at least equivalent to the FP-05 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the FP-04 level may be met by three (3) full academic years of graduate level education, or the successful completion of a Ph.D., LL.M., or equivalent doctoral degree.

OTHER INFORMATION:

Experience with international law enforcement organizations is strongly preferred. Prior experience working for Peace Corps as a PCV, staff, PSC, intern, detailee, fellow or FWS is preferred. Proficiency in foreign language(s) is highly desirable.

Current or former Federal Employees may apply.

Direct hire Peace Corps domestic employees who will be on TDY travel for more than 60 days in a calendar year must obtain and travel with an updated medical clearance in order to be eligible for access to Embassy Health Units overseas.

This is a Testing Designated Position for the purposes of the OIG Drug Free Workplace Program.

This is an Excepted Service Appointment with an unlimited appointment and a 1 year probationary period. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees.

LAW ENFORCEMENT AGE REQUIREMENT: In accordance with Public Law 100-238, this position is covered under law enforcement 6c retirement provisions; therefore, candidates must be appointed before reaching their 37th birthday unless they presently serve or have previously served in a Federal civilian law enforcement retirement-covered position.

This position is LEAP eligible.

A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination. Ability to obtain and maintain a Top Secret Clearance is a requirement of the position.
