FEMA BCP Generator

I've been working to develop a Business Continuity Plan for the city and recently discovered the FEMA BCP Generator, which appeared complicated at first, but then started to make sense as I began working with it. It seems to be more directed at private sector, but I think I can adapt it to a municipal organization like mine. However, I'm struggling with the form generator itself that establishes the various Teams and the ensuing Call List, Task List, Action Plan, etc. The initial table allows you to change the team names of the template and de-select team names you're not using. However, the original team names continue to populate in the WORD document it generates for the de-selected teams. I can't figure out how to get those residual teams off of the plan.
Have any of you created a BCP (and/or DRP) from the FEMA plan Generators for public agencies?
