BUSINESS PROGRAM: Watershed Planning

AUTHORITY: U.S. House of Representatives, Committee on Transportation and Infrastructure Resolution No. 2495, Upper Delaware River Watershed, NY adopted May 9, 1996.

LOCATION:  The study area is located in southeastern New York about 45 miles southwest of Albany, N.Y.  It encompasses the Delaware River, its tributaries and four major sub-basins.

DESCRIPTION: Initial impetus for the study was the January 1996 storm event.  Consecutive major floods in September 2004, April 2005 and June 2006, again caused devastation along the main stem Delaware River and its tributaries, repeatedly damaging property and disrupting tens of thousands of lives.

STATUS:  An expedited 905(b) reconnaissance study addendum was approved.   Recent flood events and corresponding field visits of problem areas in the Upper Delaware River Watershed with other agencies show a comprehensive Upper Delaware River Watershed Study to evaluate alternatives in the larger watershed beyond those already in the feasibility phase is needed.

SPONSOR:  A combination of all or some of the following could serve as the non federal sponsor for a Comprehensive Upper Delaware River Watershed Study: NYSDEC, TNC, TU, OSI and others.

COMMENTS:  In order to initiate a Feasibility Study, a cost-sharing sponsor must be identified and execute a Feasibility Cost Share Agreement (FCSA).
