The House report explains the GPS IIF cut as follows: "GPS Space and Control technical support - excess to need". It also provides a detailed breakout of the OCX cut, reducing "Phase B" to fund Launch Control System acceleration and cutting FFRDC and integrator support. See table above for source links.
The Senate marks line up with those in the National Defense Authorization Act (see below).
Department of Transportation Appropriations
The Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2013 (THUD) funds several civil GPS-related programs in the Department of Transportation.
The House version of the bill includes the following language: "None of the funds made available by this Act may be used to promulgate or implement any regulations that would mandate global positioning system (GPS) tracking, electronic on-board recording devices, or event data recorders in passenger or commercial motor vehicles." Defense Authorization
Update On January 2, 2013, President Obama signed the National Defense Authorization Act for Fiscal Year 2013. The act includes policy and funding guidance for the GPS program.
Section 342 requires a report and exercise plan on the military's readiness to operate in environments where GPS and other information systems are denied (View source...). This reporting requirement originated in the House (View source...). The original Senate report stated, "The Department of Defense must develop and incorporate training and contingency operations in a GPS denial environment to ensure mission success." (View source...)
Section 1064 repeals the requirement for the biennial GPS report to Congress (View source...). The repeal appeared in the original versions of the Senate (View source...) and House (View source...) bills. According to the Senate bill report, "This information can readily be obtained from the biennial Federal Radionavigation Plan saving approximately $150,000 each year in federal funds." The House report language directs the Air Force to submit a report on "lower-cost solutions for providing GPS capability following the procurement of the GPS III satellites." It also directs the U.S. Comptroller General to review the report. (View source...)
