Vice Adm. Kevin M. McCoy

Vice Admiral Kevin M. McCoy

A native of Long Island, Vice Admiral McCoy graduated from the State University of New York at Stony Brook in 1978 with a Bachelor of Science Degree in Mechanical Engineering.

 

At sea, Vice Admiral McCoy served aboard USS DANIEL WEBSTER (SSBN 626) and as Repair Officer aboard USS L.Y. SPEAR (AS 36).  In these assignments, he earned his Submarine Engineering Duty Qualification and his Surface Warfare Qualification.  He was also awarded the Claud A. Jones Award from the American Society of Naval Engineers as “Fleet Engineer of the Year” during his tour aboard USS L.Y. SPEAR (AS 36).

 

Ashore, Vice Admiral McCoy served in numerous assignments in the Naval Shipyards, including assignment to Mare Island, Charleston, Norfolk, Puget Sound, and Portsmouth Naval Shipyards.  From 2001-2004, he served as the 80th Commander of Portsmouth Naval Shipyard.

 

Vice Admiral McCoy earned a Master’s Degree in Mechanical Engineering and an Engineer’s Degree in Naval Engineering from the Massachusetts Institute of Technology.  He also earned a Master’s Degree in Business Administration from Emory University.

William J. Deligne
Executive Director, Naval Sea Systems Command

Executive Director Brian J. PersonsWilliam J. Deligne, a member of the Senior Executive Service (SES), is currently the Executive Director for the Program Executive Officer, Aircraft Carriers (PEO Carriers). In this position, Mr. Deligne is the Senior Civilian Official responsible for the daily operations of PEO Carriers including military and civilian human resources management programs; all research, technology development, acquisition, design, construction and life-cycle support programs totaling over $30 billion, for the aircraft carriers of the United States Navy. His duties also include leading and directing long term strategic planning efforts required to maintain U.S. Navy Aircraft Carrier Force Structure requirements.

Rear Adm. (Select) Michael E. Jabaley
Vice Commander, Naval Sea Systems Command
 

Rear Adm. John Clarke Orzalli

Rear Adm. (select) Jabaley graduated with high honors from Vanderbilt University in 1984 with Bachelor of Science degrees in Mathematics and Computer Science. Following commissioning via Officer Candidate School in Newport, R. I., he entered nuclear power training. After one year of training, he taught as an instructor at the S8G land-based nuclear reactor prototype for an additional year. He then served from 1987 to 1989 as a division officer in USS Drum (SSN 677), making two deployments to the Western Pacific.


Jabaley then served for two years in Naples, Italy, on the staff of Commander, Submarine Group Eight, before returning to the fleet in 1992 as engineer officer in USS Ohio (SSBN 726) (Blue). During his tour, he completed three strategic deterrent patrols, served as the combined crew engineer for the first SSBN 726 class engineered overhaul, and completed the post overhaul shakedown in Port Canaveral, Fla.

CMDCM(AW/SW) Evelyn "Vonn" Banks CMDCM(AW/SW) EVELYN  “Vonn” BANKS
Command Master Chief, Naval Sea Systems Command

 

Master Chief Evelyn P. Banks is assigned as the Command Master Chief for Naval Sea Systems Command

(NAVSEA) located in Washington, DC.

 

Master Chief Banks is a native of Memphis, TN and honor graduate of Byhalia High School, Byhalia, Mississippi.

 

Mindful of the privilege to serve her fellow Americans, she enlisted in the United States Navy on January 28, 1984. Upon completion of Recruit Training, Orlando, FL, she was assigned to USS SAMUEL GOMPERS (AD 37).

 

During this tour, she attended Mess Management Specialist "A" School and graduated with honors.
