An Act to define the exterior boundary of the Uintah and Ouray Indian Reservation in the State of Utah, and for other purposes

Authorizes Utah to relinquish for the benefit of the Ute Indian Tribe of the Uintah and Ouray Reservation certain of its school trust or subsurface mineral lands south of the border between Grand County and Uintah County, Utah, in exchange for certain federal subsurface mineral lands north of that border.
Directs the Secretary of the Interior to reserve an overriding interest in that portion of the mineral estate composed of minerals subject to leasing under the Mineral Leasing Act in the mineral lands conveyed to Utah. Delineates the extent of that interest.
Requires Utah to reserve, for the benefit of its school trust, an overriding interest in that portion of the mineral estate composed of minerals subject to leasing under the Mineral Leasing Act in the mineral lands it relinquished to the federal government. Delineates the extent of that interest.
Directs the Secretary of the Interior to reserve an overriding interest in that portion of the mineral estate composed of minerals subject to leasing under the Mineral Leasing Act in the mineral lands conveyed to Utah. Delineates the extent of that interest.

Scofield Land Transfer Act
Scofield Land Transfer Act - Directs the Secretary of the Interior to: (1) complete a full physical and title survey of specified federal land concerning the Scofield Dam and Reservoir in Carbon County, Utah, and any other related land in and around Scofield Reservoir Basin; and (2) attempt to notify each person or entity claiming title to, or an interest in, such land (claimant) of the claimant's trespass or encroachment on federal land, including the existence of any trespassing or encroaching structures.
To provide for the sale of approximately 30 acres of Federal land in Uinta-Wasatch-Cache National Forest in Salt Lake County, Utah, to permit the establishment of a minimally invasive transportation alternative called `SkiLink' to connect 2 ski resorts in the Wasatch Mountains, and for other purposes.
To facilitate job creation by reducing regulatory uncertainty, providing for rational evaluation of regulations, providing flexibilities to States and localities, providing for infrastructure spending, and for other purposes.
To prohibit funding for the United Nations in the event the United Nations grants Palestine a change in status from a permanent observer entity before a comprehensive peace agreement has been reached with Israel.
To direct the Secretary of the Interior to extend an exemption from certain requirements of the Endangered Species Act of 1973 to protect public health and safety.
To authorize Western States to make selections of public land within their borders in lieu of receiving 5 percent of the proceeds of the sale of public land lying within said States as provided by their respective enabling Acts.
To provide protections for workers with respect to their right to select or refrain from selecting representation by a labor organization.
Requires the Office of Management and Budget (OMB) to: (1) take appropriate measures to ensure that the total number of federal employees or contract employees, beginning in FY2022, does not exceed 85% of the total number of federal employees on September 30, 2011; (2) continuously monitor all agencies, make a determination on whether the total number of federal employees in any quarter of a fiscal year exceeds the maximum number allowed by this Act, and notify the President and Congress if the number exceeds the maximum; and (3) ensure that there is no increase in the procurement of service contracts due to this Act unless a cost comparison demonstrates that such contracts would be financially advantageous to the federal government.

To prohibit the further extension or establishment of national monuments in Utah except by express authorization of Congress.
Declaring that it is the policy of the United States to support and facilitate Israel in maintaining defensible borders and that it is contrary to United States policy and national security to have the borders of Israel return to the armistice lines that existed on June 4, 1967.
To improve Federal land management, resource conservation, environmental protection, and use of Federal land by requiring the Secretary of the Interior to develop a multipurpose cadastre of Federal land and identifying inaccurate, duplicate, and out-of-date Federal land inventories, and for other purposes.
To amend the Internal Revenue Code of 1986 to improve access to health care through expanded health savings accounts, and for other purposes.
To amend title IV of the Social Security Act to require States to implement policies to prevent assistance under the Temporary Assistance for Needy Families (TANF) program from being used in strip clubs, casinos, and liquor stores.
To improve jobs, opportunity, benefits, and services for unemployed Americans, and for other purposes.
Amends the Patient Protection and Affordable Care Act (PPACA) to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services.

Prepaying repayment contracts between United States and Uintah Water Conservancy District

Directs the Secretary of the Interior to allow for prepayment of a specified contract between the United States and the Uintah Water Conservancy District in Utah providing for repayment of municipal and industrial water delivery facilities under terms and conditions similar to those used in implementing provisions of the Cenral Utah Proejct Completion Act.
