Personal Income Picks Up in June

Personal income increased 0.5 percent in June after increasing 0.3 percent in May. Wages and salaries, the largest component of personal income, increased 0.5 percent in June after increasing 0.1 percent in May.

Current-dollar disposable personal income (DPI), after-tax income, increased 0.4 percent in June after increasing 0.3 percent in May.

Real DPI, income adjusted for taxes and inflation, increased 0.3 percent in June after increasing 0.5 percent in May.

Real consumer spending, spending adjusted for price changes, decreased 0.1 percent in June after increasing 0.1 percent in May. Purchases of goods decreased 0.3 percent in June after being flat in May.

PCE prices increased 0.1 percent in June after decreasing 0.2 percent in May. Excluding food and energy, the PCE price index increased 0.2 percent in June after increasing 0.1 percent in May.

Personal saving rate
Personal saving as a percent of DPI was 4.4 percent in June, compared with 4.0 percent in May.

GDP Growth Moderates in Second Quarter

Real gross domestic product (GDP) rose 1.5 percent in the second quarter after rising 2.0 percent in the first quarter, according to the Bureau of Economic Analysis. According to the 2012 annual revision, the first-quarter growth rate was revised up 0.1 percentage point.

Real GDP second-quarter highlights
• Consumer spending for durable goods slowed, especially for autos, while spending on services picked up modestly, mainly in household utilities.
• Imports picked up, mainly reflecting an upturn in petroleum and products. The rise in imports outweighed a modest pick-up in exports.
• Business investment slowed; a slowdown in investment in structures was partly offset by an acceleration in equipment and software (mainly in industrial equipment).

Positive contributions to economic growth also stemmed from an upturn in inventory investment and a smaller decline in national defense spending.

Annual revision to GDP
BEA also released its 2012 annual revision, which revised GDP estimates for the first quarter of 2009 through the first quarter of 2012, based on newly available source date and methodology improvements. The general economic picture remains intact. The revisions did not alter the direction of change (increase or decrease) in any quarter. For 2008–2011, real GDP increased at an average annual rate of 0.3 percent—a downward revision of 0.1 percentage point from the previous estimates.

The historical average revision to real GDP growth for years covered by BEA annual revisions is 0.3 percentage point.

Prices
Prices of goods and services purchased by U.S. residents in the second quarter rose 0.7 percent after rising 2.5 percent in the first quarter.

Excluding energy and food, prices rose 1.4 percent in the second quarter, compared with 2.4 percent in the first quarter.

Energy prices declined 13.4 percent after rising 7.6 percent. Food prices rose 0.7 percent after rising 2.5 percent.

Revising Economic Indicators: Here’s Why the Numbers Can Change

In late June, the Bureau of Economic Analysis (BEA) reported that the economy grew at a 1.9 percent annual rate in the first quarter of 2011. This, our third estimate for the quarter, turned out to be lower than our initial estimate of a 2.2 percent growth rate made in late April. When we revise a major economic indicator, it’s not unusual for some to ask us, “Why didn’t you get it right the first time?”

It’s not that the earlier estimate was wrong. Rather, it’s the result of a delicate balancing act BEA performs to simultaneously achieve the two most important qualities of its estimates—accuracy and timeliness.

The public wants accurate data and wants it as soon as possible. To meet that need, BEA publishes early estimates that are based on partial data. Even though these data aren’t complete, they do provide an accurate general picture of economic activity. They capture the direction and trends of various components of the economy, providing valuable information that businesses and government leaders depend on and react to. They provide an “early read” on what’s happening in the economy.

Although the revision process is complicated, we make it systematic and transparent. BEA produces three estimates of gross domestic product (GDP) for a given quarter. Each includes updated, more complete, and more accurate information as it becomes available. The first, called the “advance” estimate, typically receives the most attention and is released roughly 4 weeks after the end of a quarter. For example, the first estimate of GDP for this year’s January-to-March quarter came out near the end of April. The first estimate for the second quarter will come out July 27.

That advance GDP estimate offers the first comprehensive picture of how the economy is performing in a specific quarter. It gives a pretty accurate picture of whether the economy is slowing down or speeding up and which components of spending are responsible for those changes. It tells us the pace at which shoppers are shopping and what they are buying. It also tells us what businesses are producing and investing in, what government is spending, and how much we are buying and selling abroad. It also tells us about trends in key variables, like saving and inflation.

When BEA calculates the advance estimate, the Bureau doesn’t yet have complete source data, with the largest gaps in data related to the third month of the quarter. In particular, the advance estimate is lacking complete source data on inventories, trade, and consumer spending on services. Therefore, BEA must make assumptions for these missing pieces based in part on past trends. As part of this process, we publish a detailed technical note that lays out the assumptions made for a particular estimate. BEA also publishes detailed materials on the standardized procedures and methods used in the various vintages of the GDP estimates.

As new and more complete data become available, that information is incorporated into the second and third GDP estimates. About 45 percent of the advance estimate is based on initial or early estimates from various monthly and quarterly surveys that are subject to revision for various reasons, including late respondents that are eventually incorporated into the survey results. Another roughly 14 percent of the advance estimate is based on historical trends.

By the second GDP estimate, we have new data for the third month and revised data for earlier months. By the third estimate, a lot more data is available so that only 17 percent of the GDP estimate is based on information from the first set of monthly and quarterly surveys.

The revision process doesn’t end with updates to the quarterly estimates. Toward the end of every July, BEA releases the results of its annual revision with even more complete and detailed data for GDP estimates for the past 3 years. In addition, once every 5 years, BEA conducts what is known as a “comprehensive” revision that encompasses the entire GDP series back to 1929. New data, new methodologies, changes in definitions and classifications, and changes in presentations are all incorporated into the comprehensive revision. All those changes are designed to more accurately portray the evolving U.S. economy.

Last year, BEA introduced yet another revision method known as the flexible annual revision. This new option allows the Bureau to make an annual update to specific parts or even an entire series without having to wait for the next comprehensive revision cycle.

Even though GDP estimates are revised over time as more complete and accurate data become available, studies show that the general picture of economic activity does not change:
• The overall pattern of change in GDP over business cycles is little changed by revisions.
• Revisions to long-term growth rates are small, averaging less than 0.1 percentage point for average growth rates between 1985 and 2009.
• There are no substantial revisions—as measured by shares of GDP—in key measures such as investment, government spending, or the national saving rate.

Measuring GDP for the U.S. economy is always a work in progress. Because BEA faces so many challenges in measuring GDP, our estimates are informative, but never really final. Our advance estimates strike a good balance between accuracy and timeliness, given the data available at the time. Successive revisions reflect BEA’s commitment to incorporate both more complete source data when they become available and improved methods for measuring a rapidly changing economy.

Quarterly GDP by Industry Data Improves Understanding of the Economy

In 2009, annual gross domestic product (GDP) for durable goods manufacturing showed a double-digit decline. The industry was the leading annual contributor to the bottoming out of the U.S. economy for that year. But looking at the results through a new experimental quarterly data series reveals a more nuanced and complete picture of what was happening in durable goods manufacturing. It shows that the decline in 2009 largely came from big drops in the fourth quarter of 2008 and the first quarter of 2009. After that durable goods actually increased for seven straight quarters.

This is an example of how BEA’s experimental quarterly GDP by industry statistics can provide a more detailed and precise view of how various industries are contributing to overall economic activity in the country, particularly around turning points. The recent recession and recovery illustrated the need for data that track how industries respond quarter to quarter, rather than year to year, to recessions and to various stimulus programs and other factors during a recovery.

While annual statistics on GDP by industry can be used to describe the leading contributors to business cycle dynamics over a full recession and recovery period, they are less useful in providing a picture of the dynamic U.S. economy as it is evolving. Annual data aren’t sufficient when trying to fully analyze the response of industries to changes in economic conditions and public policy, and they aren’t sufficient for gauging the economic impact and effectiveness of specific programs.

Quarterly data are not only important for improving our long-term understanding of the national economy, but also for more quickly assessing, monitoring, and adjusting decisions as the economy evolves. These statistics supplement other timely quarterly data—such as employment, wages and salaries, consumer spending, business investment, industrial production, and price statistics—allowing for a more complete analysis of business cycle dynamics and the sources of U.S. economic growth. Quarterly GDP by industry statistics also enhance the existing quarterly national income and product accounts statistics by providing a comprehensive accounting of consumer spending, investment, international trade, and industry performance on a quarterly basis.

BEA’s recently issued prototype of quarterly GDP by industry statistics updated an earlier prototype of estimates for 2007–2009 to include data for 2010–2011. It also presented quarterly estimates for gross output (that is, sales) for the first time. Adding a comprehensive set of statistics on quarterly gross output provides analysts with important information on industry-level performance. For example, coming out of the recession in 2009, GDP for the manufacturing sector grew even faster than total output for the manufacturing industry. That was a sign that productivity at factories had increased over the same period. Gross output also provides an industry breakdown of total sales, regardless of whether or not these sales are part of that industry’s contribution to GDP.

BEA plans to release one more set of prototype quarterly estimates as part of its annual revision of the industry accounts and to begin regularly producing quarterly GDP by industry statistics in 2014. Quarterly GDP by industry statistics would be available within 30 days of BEA’s third release of quarterly GDP. The quarterly data will provide industry by industry detail. As the quality of these statistics improves, BEA plans to expand the industry detail from the current 22 industries to the 65 industries now shown in the published annual statistics.

While progress continues on developing the quarterly GDP by industry statistics, more work remains before they are ready for regular production. If You Respond to BEA’s International Surveys, Please Read This!

New changes in the method of informing businesses about requirements for submitting Bureau of Economic Analysis (BEA) surveys will increase the efficiency of the process and reduce paperwork for both survey respondents and BEA. The new procedures involve the collection of data through BEA’s surveys of direct investment and international trade in services.

In the past, each time BEA made a change to the reporting requirements for a survey, it was also required to change the federal regulations regarding that survey. This required public notification and a period to receive comments—known as a rulemaking—before the change could go into effect. For instance, a rulemaking was required to change the reporting threshold of a survey or to add or delete certain items from the survey. Under the new procedures, BEA will directly notify survey respondents about any future changes to reporting requirements, streamlining what at times had been a cumbersome process.

For its mandatory annual and quarterly surveys, BEA will publish a notice with specific reporting requirements—including who is required to respond to the survey, the manner of reporting, identification of applicable report forms, and the time and place of filing reports—in the Federal Register. We will also directly notify survey respondents by mail that they are required to file.

BEA published its plans to make this change in the Federal Register and gave the public a chance to comment on it. The final rule establishing this new procedure can be found here.

The new rule is NOT retroactive. It does not apply to any surveys that were approved before the rule establishing the new procedure was finalized. Direct investment and international trade in services surveys that BEA is currently conducting—the 2011 BE–11, 2011 BE–15, 2012 BE–12, 2012 BE–29, 2012 BE–120, and all 2012 quarterly surveys—will continue to operate under the regulations established under the most recent relevant rulemaking action prior to April 24, 2012.
