Goal:

Provide support to the Government of Ethiopia Disaster Risk Management and Food Security Sector (DRMFSS) to improve its capacity to anticipate and manage shocks and disasters in a timely manner.

Project Objectives:

  • Introduce the U.S. National Incident Management Systems (NIMS) components and evaluate for applicability in Ethiopia
  • Train in identified relevant NIMS components and contextualize to the Ethiopian government and cultural setting
  • Integrate and operationalize systems in pilot organizations/regions
  • Scale up and institutionalize systems based on lessons learned from pilot programs

Description:

The U.S. Forest Service (USFS) provides training on relevant NIMS components and study tours for Government of Ethiopia counterparts focused on relevant disaster management topics. This project is developing a framework to institutionalize key Disaster Risk Management (DRM) systems. By assisting the DRMFSS and its partners to better understand the livelihoods and coping strategies of populations vulnerable to food insecurity, the DRMFSS will be better equipped to anticipate shocks that endanger lives and livelihoods through improved warning systems. As a result of this effort, the Government of Ethiopia expects to empower local authorities to better anticipate and respond to disasters.

Expected Results:

  • Fund study tours to the U.S. to observe federal and state agency preparation, response and communication during disasters for Government of Ethiopia senior officials
  • Create better capacity for coordination of disaster responses based on NIMS
  • Establish Multi Agency Coordination groups established at policy and technical levels, comprised of Government of Ethiopia, donors and UN agencies, and senior officials
