Financial Management Guide For Grantees

All COPS Grantees are required to submit quarterly Federal Financial Reports (FFRs) using a Standard Form 425 (SF-425). This report reflects the cumulative actual federal monies and un-liquidated obligations incurred, local matching contributions, and the unobligated balance of federal funds.

SF-425s for COPS Grants must be submitted every quarter and no later than 30 days after the last day of each reporting quarter, as detailed below:

Grant Payment Request System (GPRS)

GPRS is an upgraded web-based payment request system called the Grant Payment Request System (GPRS). GPRS allows COPS grantees to perform online draw down requests utilizing a secure OJP website: https://grants.ojp.usdoj.gov/gprs/welcome.
