I am conducting a Core Logistics Analysis (CLA) on a weapon system and have been asked to list all “Core Items”, however I have been unable to clearly define what makes an item core.  Where can I find a clear clearly defined definition of "Core" ?

There is a germane Acquipedia article on Depot Maintenance Statute 10 USC 2462 which mandates the maintenance of “core logistics capabilities.” The article addresses the core capabilities aspect primarily, but does touch on the topic of item applicability as well.  It can be found at the following address:

    https://dap.dau.mil/acquipedia/Pages/ArticleDetails.aspx?aid=eb253469-fc31-4eac-9305-a8c819385da0

In terms of applicability, the item exclusions delineated in the article and statute include:

    • Commercial items, which are defined as items that have been sold or leased in substantial quantities to the general public and are purchased (by the Federal Government) without modification or with minor modification. The Secretary of Defense must formally notify Congress of any commercial items identified as qualifying for this statutory exclusion.
    • Equipment under special access programs
    • Nuclear aircraft carriers

Additionally, the article notes that “core” is determined on a weapon system/item basis, based on whether or not the item is “tasked” in a Joint Chiefs of Staff contingency scenario.
