Deputy Vice President, Europe, Asia, Pacific and Latin America

Thomas F. Hurley is the Deputy Vice President for Compact Operations, Europe, Asia, Pacific and Latin America.  As a Deputy Vice President for Compact Operations, Mr. Hurley, together with Vice President for Compact Operations, Patrick Fine, and Deputy Vice Presidents, Jonathan Bloom and Andrew Mayock, lead the Department of Compact Operations’ team members responsible for managing MCC’s relationship with compact countries, including overseeing and supporting countries implementing compact projects; providing technical expertise in specific sectors, such as education, finance, infrastructure, agriculture and health; and ensuring that implementation of compacts meets MCC’s quality standards for procurement, financial management, environmental and social impact, and the integration of gender considerations.

Mr. Hurley brings over 20 years of relevant international experience to his role.  Prior to joining the MCC, Mr. Hurley served as the Director of Quality Assurance and Results at the African Development Bank, as well as the Director of Human Development, overseeing the AfDB’s lending and non-lending operations in the health, education and social protection sectors.  Previously Mr. Hurley served as the Team Leader for East Asia and the Pacific for the Global Fund to Fight AIDS, Tuberculosis and Malaria, as well as a Senior Advisor with the United Nations Development Programme, supporting UNDP’s management of Global Fund grants in Africa and the Arab States.  Mr. Hurley also served as the Assistant Secretary General for Operations at the CARE International Secretariat, and spent eight years in CARE’s field offices in Sudan, Cambodia, the former Soviet Union and Kosovo.  Mr. Hurley started his international development career as a Peace Corps Volunteer in Fiji and Swaziland.

Mr. Hurley received his Bachelor of Science degree from New York University, his Master of Public Health degree from Columbia University, and his Master of Public Administration from the Kennedy School of Government at Harvard University.
