Vice President, Department of Compact Operations

Patrick Fine is Vice President for MCC’s Department of Compact Operations where he oversees a global program portfolio valued at more than $8 billion.  Mr. Fine oversees MCC’s work with partner countries to prioritize and design investments to overcome the principle constraints to economic growth in poor but well governed countries.  He is responsible for ensuring rigorous stewardship of USG resources; promoting MCC core standards of accountability, country ownership, and achieving results, and for advancing Agency priorities in private sector development and gender integration.  Mr. Fine is also responsible for ensuring that at the close of a compact’s five year term all conditions are in place to ensure the long-term sustainability of U.S. investments.

Previously, Mr. Fine served as a Senior Vice President at the Academy for Educational Development (AED) and Director of the Global Education Center where he oversaw education development programs in countries in Africa, Latin America and Asia.  Prior to working at AED, Mr. Fine served at USAID as the Senior Deputy Assistant Administrator in the Africa Bureau.  A member of the Senior Foreign Service, Mr. Fine served as the USAID Mission Director in Afghanistan in 2004/05 where he oversaw rapid expansion of US assistance for reconstruction and development.  Other posts with USAID included Senegal, South Africa, Uganda, and Swaziland. 

Mr. Fine is a frequent guest lecturer on international development and a senior consultant on a wide range of development topics including delivering development assistance in conflict and post conflict settings. His areas of expertise include: international education, private sector and livelihood development, development finance, donor coordination, decentralization, community development, and fostering public-private partnerships.  He has lived in Pakistan, Swaziland, Lesotho, Uganda, Senegal, South Africa and Afghanistan and worked in over 20 countries.
 
Mr. Fine has a Master’s degree in International Education from the University of Massachusetts and a B.S. in Education from Missouri State University. In 2004 the Government of Senegal awarded him the Ordre du Merite for outstanding contributions to education. He received numerous awards while working with the U.S. Government, including the Distinguished Career Award.
