HOUSING OFFICE
The Residential Communities Office (RCO) is the government office representing the Army in the Family housing privatization partnership. All military personnel reporting for duty at Carlisle Barracks are REQUIRED to report to our office according to your military orders.
The RCO's functions include:
- Asset Management
- Resident Relations
- Quality Assurance
- Administration
- Housing Services Office (HSO)
- Unaccompanied Personnel Housing (UPH)
HSO…formerly CHRRS, assist the military and civilian personnel with an array of services including housing referral by maintaining a list of homes for rent and/or purchase.
UPH…our office provides Unaccompanied Enlisted Personnel Housing (UEPH) for permanent party Soldiers E1-E5 assigned to the installation.

Community Management Office
Through the Army's Residential Communities Initiative (RCI), Carlisle Barracks has signed a fifty year partnership agreement with Balfour Beatty Communities (BBC). They assumed the responsibility of day-to-day management and development of on post Family housing. Over the next few years, Balfour Beatty Communities will continue with the Installation Development Plan that will change the face of Family housing in Carlisle Barracks.
