Defense Spectrum Organization - The Defense Spectrum Organization (DSO) is the center of excellence for electromagnetic spectrum analysis and the development of integrated spectrum plans and long-term strategies to address current and future needs for DoD spectrum access. DSO provides direct operational support to the Chairman of the Joint Chiefs of Staff, Combatant Commanders, Secretaries of Military Departments, and Directors of Defense Agencies to achieve national security and military objectives.

DSO/Joint Spectrum Center - The Joint Spectrum Center (JSC), a field office within the DSO, has leading experts in the areas of spectrum planning, electromagnetic environmental effects (E3), information systems, modeling and simulation, and operations to provide complete, spectrum-related services to the military departments and combatant commands. JSC has extensive experience in applying electromagnetic environmental databases and analysis tools to assist in both the acquisition and operation of communications-electronics assets. JSC is a source of engineering expertise and services dedicated to ensuring effective use of the electromagnetic spectrum.

DSO/Strategic Planning Office - Strategic Planning Office, formerly the Defense Spectrum Office, is responsible for developing comprehensive and integrated spectrum planning and long-term strategies for DoD spectrum access. The Strategic Planning Office is the DoD focal point for participation in national spectrum issues, international spectrum coordination, and for pursuing emerging spectrum efficiency technologies in DoD acquisitions. The purpose of the Strategic Planning Office is to maximize global spectrum access for US forces both now and for the future. NTIA - Office of Spectrum Management - The Office of Spectrum Management (OSM) is responsible for managing the Federal Government's use of the radio frequency spectrum. To achieve this, OSM receives assistance and advice from the Interdepartment Radio Advisory Committee (IRAC).

GEMSIS PMO - Global Electromagnetic Spectrum Information System (GEMSIS) is the joint program of record that will transform spectrum operations from a pre-planned and static frequency assignment into a dynamic, responsive, and agile capability. The capability will provide a joint architecture for devices using the electromagnetic spectrum that extends the Global Information Grid (GIG). GEMSIS will deconflict spectrum use, integrate spectrum operations into net-centric operations, account for existing electromagnetic spectrum infrastructure in the area of responsibility, analyze and minimize electromagnetic environmental effects utilizing modeling and simulation techniques. GEMSIS will increase efficiency of the DoD spectrum use by eliminating inefficient preplanned and static frequency assignment. Also included in GEMSIS are automated tools that reflect spectrum operations in support of operational mission planning and rehearsal, simulation-based acquisitions, and national-level spectrum management. National Spectrum Management Association - The NSMA is a voluntary international association of microwave radio/wireless and satellite frequency coordinators, licensees, manufacturers and regulators. Established in 1984, the Association provides a forum to develop industry guidelines for efficient use and management of the frequency spectrum by the wireless telecommunications community.

GAO - U.S. Government Accountability Office - The U.S. Government Accountability Office (GAO) is known as "the investigative arm of Congress" and "the congressional watchdog." GAO supports the Congress in meeting its constitutional responsibilities and helps improve the performance and accountability of the federal government for the benefit of the American people.

International Telecommunication Union

ITU Radiocommunication Sector (ITU-R) - plays a vital role in the global management of the radio-frequency spectrum and satellite orbits - limited natural resources which are increasingly in demand from a large and growing number of services such as fixed, mobile, broadcasting, amateur, space research, emergency telecommunications, meteorology, global positioning systems, environmental monitoring and communication services - that ensure safety of life on land, at sea and in the skies.

World Radiocommunication Conferences (WRC) - WARCs are held every two to three years. It is the job of WRC to review, and, if necessary, revise the Radio Regulations, the international treaty governing the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits. Revisions are made on the basis of an agenda determined by the ITU Counsil, which takes into account recommendations made by previous world radiocommunication conferences.

Office of Radio Frequency Management:  The Office of Radio Frequency Management (ORFM) represents the Department of Commerce (DOC) and its various elements in several fora, including the Interdepartment Radio Advisory Committee (IRAC, see below) and its various subcommittees; in discussions with other government agencies where there are issues requiring resolution; at meetings of international organizations dealing with frequency matters, including the International Telecommunications Union (ITU, see below.), OAS Commission for Inter-American Telecommunications (CITEL), Space Frequency Coordination Group (SFCG) and a Steering Group on Radio Frequency Coordination of the World Meteorological Organization.
