Many FMCSA policies affect the public, and often, instructions to staff that dictate a specific approach to the implementation of those policies, also affect the public. FMCSA routinely distributes instructions to its staff. The instructions are intended to provide the staff with information that will help them implement policies more effectively and consistently.

For example, FMCSA provides a manual to relevant staff members instructing them on the proper financial management and process for grant programs. FMCSA also produces instruction related to enforcement. When appropriate, documents will be included in this category to provide the public with the same information that is given to FMCSA staff.

FMCSA recognizes that its enforcement manual, the eFOTM, is an electronic reading room record that is appropriate for this category. FMCSA is in the process of reviewing/redacting the latest version of the eFOTM pursuant to the FOIA requirements. When the review is complete, this latest version of the eFOTM will be published in this electronic reading room category.
