- Under the Transportation Equity Act of the 21 Century (TEA-21) and the Motor Carrier Safety Improvement Act of 1999 (MCSIA), the Performance and Registration Information Systems Management (PRISM) grants funding authorization was part of the contract authority for information systems codified at 49 U.S.C. 31107.
- PRISM grant funding for fiscal years 2006-2009, is authorized by the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy of Users (Public Law 109-59, Sections 4101(c)(3) and 4109), 49 U.S.C. 31106 and 31109, as amended.
