Job Summary:

The Office of Legacy Management (LM), reporting directly to the Under Secretary for Nuclear Security, manages the Department’s legacy responsibilities resulting from the nuclear weapons program.  The mission of the Office is to fulfill the Department's post-closure responsibilities and ensure the future protection of human health and the environment.

 

 

The incumbent of this position serves as a Program Analyst in the Benefits Continuity Team in the Office of Business Operations within the Office of Legacy Management.  Team activities include development, oversight and implementation of Departmental policy for closure site contractor medical and pension benefits.  The Team represents the Department and coordinates with outside agencies, national labor unions, and stakeholders on contractor work force issues regarding post-closure benefits, develops and implements a Departmental policy for the post-closure benefits program for eligible former contractor employees and informs and advises DOE senior management of significant issues and developments in post closure benefits continuity in coordination with appropriate Departmental elements and stakeholders.

 

 


Key Requirements:

Duties: 

The selectee will analyze the management of the DOE contractor post-closure employee post-retirement benefit and pension program.  Provide technical assistance and support to field and Headquarters elements administering post closure benefits programs.  Apply standard analytical techniques to ensure that the costs of DOE contractor post-closure employee benefit, pension, and insurance programs are reasonable and allowable. 

Participate in discussions with LM, DOE,  and others within and outside DOE on matters relating to post closure benefits.  

Maintain a centralized repository of multimedia guidance, manuals, handbooks, tools, models and other reference materials for post-closure benefits and pension continuity.  Reviews centralized repository and communicates significant matters of post closure benefits to management.  Prepares a variety of regular and ad hoc reports reflecting the status of progress against various milestones.  Highlights actual or potential problem areas and briefs LM management on trends by preparing associated charts/graphs.
