Job Summary:

The mission of the SETP is to accelerate the development and large-scale deployment of solar technologies in the United States and to ensure that solar power is a viable and economic source for the Nation's power needs. SETP's near-term focus is to lead the Sunshot initiative to reduce the cost of electricity from solar by 75%, making it competitive with conventional forms of generation by the end of the decade. Toward that end, SETP directs a balanced program of technology planning, research, development, test, analysis, evaluation, and communication that will increase the viability of solar energy technologies, including photovoltaic and concentrated solar power, as clean, competitive, reliable power options for use in end-use sectors of the economy. 

 

Term appointments do not confer competitive status and cannot be converted to permanent positions without further competition.

 


Key Requirements:
You must be a United States Citizen. This employer participates in the e-Verify program. Background and/or Security Investigation may be required. One year supervisory probationary period may be required. Relocation expenses will not be paid. This position requires some overnight travel (5 or more nights per month).

Duties: 

This position serves as the supervisor for the Soft Cost Team. Responsibilities include developing program measures to decrease non-hardware costs by 75% within the decade.  The supervisor will work with the Solar Program Manager in resolving major issues, and rendering advice and assistance in the assessment of energy, environmental and techno-economic impacts of market transformation pathways, coordination of program efforts with other internal activities, and in communicating priorities.  Other areas will include: Interpreting regulations for the States, DOE field offices and other professional organizations; work closely with stakeholders from industry, utilities, states, cities, and other Federal agencies; make presentations on the Solar Program objectives; provide input and help formulate out-year budgets, program priorities and budget allocations.

SPECIALIZED EXPERIENCE:  Specialized experience is defined as demonstrated expertise in project management of solar energy technology deployment.  Experience with the business conditions for photovoltaic and solar thermal technologies, and demonstrated understaning of solar system economics within the United States.

ADDITIONAL QUALIFICATIONS REQUIREMENTS: 

Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). You are NOT required to provide a separate narrative written response. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below:

 

1.  Knowledge and experience developing programs that can influence the cost of solar energy technologies. 

2.  Knowledge and experience with project management tools, developing and managing technical staff performance objectives, professional development goals, and annual performance appraisals. 

3.  Knowledge of solar energy technologies in order to identity cost reductions based on practical considerations and cost/benefit potentials. 

4.  Knowledge of the Solar Program, including, the technical strategy it is pursuing for photolvoltaic and CSP R&D.

5.  Knowledge of business issues relevant to the development of the solar industry, including key market applications, current and evolving structure of the PV supply chain, and intellectual property considerations relevant to PV technology development. 

6.  Strong ability to prepare and make oral and written presentations that clearly present specific issues/problems and provide recommendations for achieving program objectives in an effective and efficient manner. 

7.  Knowledge of major Federal and state policy legislation affecting the adoption of solar technologies. 

8.  Knowledge of the Energy Policy Act of 1992; National Energy Conservation Policy Act; Title IV, Part B of the Energy Conservation and Production Act; Energy Policy and Conservation Act; Energy Security Act; and the DOE Financial Assistance Regulations.

 

Time-in-Grade: Current Federal employees must meet time-in-grade requirements for consideration.
