REINS Act
Regulations created by the departments and agencies of the Executive Branch have created undue burdens on businesses and job creation.
In January 2011, I introduced the Regulations from the Executive in Need of Scrutiny (REINS) Act (S. 299). This legislation would require Congress to approve every new major rule proposed by the Executive Branch, which has an annual economic impact of $100 million or more, before it can be enforced on the American people. S. 299 would allow for Congress to regain their constitutional authority by limiting the size and scope of rule-making powers, without oversight, by the Executive Branch.
A companion version of the REINS Act was introduced in the U.S. House of Representatives by my fellow Kentuckian, Geoff Davis. The REINS Act was passed in the House of Representatives. As the sponsor of the REINS Act in the Senate, I will continue to work tirelessly to see its passage.
