Impact on the Steam Electric Power Industry of Deleting Section 316(a) of the Clean Water Act: Capital Costs

In 1991, the U.S. Senate proposed legislation that would eliminate the Section 316(a) thermal discharge variance allowed by the Clean Water Act. This report is the first of two companion reports that evaluate the options that the U.S. power industry would follow if the legislation were adopted. This report estimates the national cost of such legislation.
