Range of remaining deadlines for ROSES-2012 proposals.

This National Aeronautics and Space Administration (NASA) Research Announcement (NRA), entitled "Research Opportunities in Space and Earth Sciences (ROSES) - 2012", solicits basic and applied research in support of NASA's Science Mission Directorate (SMD). This NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, stratospheric balloon, suborbital rocket, International Space Station, and suborbital reusable launch vehicle investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data.

Awards range from under $100K per year for focused, limited efforts (e.g., data analysis) to more than $1M per year for extensive activities (e.g., development of science experiment hardware). The funds available for awards in each program element offered in this NRA range from less than one to several million dollars, which allow selection from a few to as many as several dozen proposals depending on the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intraagency transfers depending on the nature of the proposing organization and/or program requirements. The typical period of performance for an award is four years, although a few programs may specify shorter or longer (maximum of five years) periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on teaming arrangements. Note that it is NASA policy that all investigations involving non-U.S. organizations will be conducted on the basis of no exchange of funds. Any changes or modifications to any of these guidelines will be specified in the descriptions of the relevant program elements in the Appendices of this solicitation.

Interested proposers should monitor this NSPIRES website or subscribe to the SMD electronic notification system there for additional new program elements or amendments to this NRA through February 2013, at which time release of a subsequent ROSES NRA is planned. What's New in Cycle 15
======================

* Science Keywords:

   The RPS proposal Cover Page now asks for one or more keywords
   describing proposal science. Selected keywords may be used to
   facilitate preliminary matching of proposals to reviewers, as well as
   archive searches. See CfP Section 5.2.2.

* Remote Proposal System (RPS) PDF Uploads:

   PIs with previous approved Chandra programs (PCP) must provide, as
   space allows in a 1-page PDF, a list of programs for which they were
   PI, including proposal number and title, and briefly describing
   program status and resulting publications. The RPS now requires
   separate upload of PDFs for the science justification, the PCP (if
   required), and (an optional) CV. See CfP Section 5.2.10 for details.

* Boundaries Clearly Specified for TOO categories:

      Very Fast 0 < t < 4
      Fast 4 <= t < 15
      Medium 15 <= t < 30
      Slow t >= 30
   where t is the start time of the response window in days. The 
   minimum expected response time for a TOO is 24 hours. Refer to CfP 
   Section 4.4 for details.

* New and Revived Joint Programs:

   Swift time can now be proposed through the Chandra Peer Review, for
   science that requires observations from both observatories. Spitzer
   joint time is again available through the Chandra Peer Review. Refer
   to CfP Section 4.5 for details.

* Prohibition of Bilateral USA-China Collaborations:

   Proposals which represent a bilateral collaboration between the US
   and the People's Republic of China cannot be accepted. Please refer
   to CfP Sections 3.1 and Appendix A.4 for more details. Note that
   multilateral collaborations including China are generally
   permitted.

* Primary Institute:

   To be eligible for funding (for either the PI or Co-Is), a
   U.S. Institution MUST be specified on the RPS form, and must be the
   primary institution of the investigator seeking funds. See CfP
   Section 5.2.2.

* 2013 April 12, 12:00 UT

Anticipated Deadline for INTEGRAL AO-11 Call for Proposals. The Announcement of Opportunity is expected to be released on 2013 March 04, calling for proposals for observations in the 12 months starting on January 01, 2014. The subsequent call for proposals requesting data rights will be released on September 09, 2013, with a deadline of October 04, 2013.

NASA's Science Mission Directorate announced the release of its annual omnibus solicitation, Research Opportunities in Space and Earth Science (ROSES) for 2013 on February 14, 2013.

Notices of Intent to propose and Step-1 proposal due dates start on 03/01/2013 and go through 01/24/2014. Full (and Step-2) proposal due dates start on 05/01/2013 and go through 03/31/2014 (for Full proposals) or 06/02/2014 (for Step-2 proposals).

This ROSES NRA (NNH13ZDA001N) covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, stratospheric balloon, suborbital rocket, and commercial reusable rocket investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data.

Electronic submission of proposals is required by the respective due dates for each program element and must be submitted by an authorized official of the proposing organization. Electronic proposals may be submitted via the NASA proposal data system NSPIRES or via Grants.gov. Every organization that intends to submit a proposal in response to this ROSES NRA must be registered with NSPIRES; organizations that intend to submit proposals via Grants.gov must be registered with Grants.gov, in addition to being registered with NSPIRES. Such registration must identify the authorized organizational representative(s) who will submit the electronic proposal. All principal investigators and other participants (e.g., co-investigators) must be registered in NSPIRES regardless of submission system. Potential proposers and proposing organizations are urged to access the system(s) well in advance of the proposal due date(s) of interest to familiarize themselves with its structure and enter the requested information.
