D.C. Public Works Official Pleads Guilty to Bribery Charges

Summary

Carl Kenneth Bailey, a Washington, D.C. Department of Public Works asphalt inspector, pleaded guilty in U.S. District Court in Washington, D.C., to bribery charges. Bailey accepted cash payments in exchange for signing asphalt tickets that did not support actual asphalt deliveries. "Ghost” asphalt tickets created were used to bill Federally funded FHWA roadway contracts. OIG investigated this case with the FBI.
