TRAFFIC SUPERVISION FAQ'S

Q: How many points may I accumulate before my privileges are suspended?
A: Driving privileges may be suspended for up to six months when driving records indicate accumulation of more than six points in any six month period, or 18 points in any 24 month period. Privileges will be revoked when an individual accumulates 12 or more points in any 12-month period.

Q: What is the difference between a suspension and a revocation?
A: In a suspension, the member's driving privileges are temporarily withdrawn; they may drive again at some point in the future. The period of a suspension will last from 15 days up to six months. A revocation is the termination of driving privileges and lasts from 6 months up to one year. Since the member's privileges are terminated, a revocation requires that a vehicle to be deregistered.

Q: If I get a ticket off base, does anything happen on base?
A: Yes. When the member completes the process required by Japanese authorities, the ticket is forwarded to the Base. The offense listed on the ticket will determine the action taken. That action may be a warning, points, suspensions, or revocations.

Q: Who decides how many points are awarded for traffic infractions?
A: The points are awarded in strict accordance with MARCORBASESJAPANO P11240.1B.

Q: What can be done about SOFA status drivers who commit traffic violations off base?
A: If you observe a "Y" plated vehicle violating the rules of the road, or operating a vehicle in an unsafe manner, on or off base, you should report it to PMO. The report can be made by 1) visiting PMO and completing a TVR, 2) completing the TVR found on the MCB Camp Butler website, or 3) emailing tvr@mcbbutler.usmc.mil. Reports should include date, time, and location of incident, license plate (all numbers) and description of vehicle, a description of the violation, and your name, rank, organization, and phone number. The report will be adjudicated in the same manner as a traffic citation written by an MP.

Q: Isn't it better for me if I don't' take a chemical test when requested? That way, I can't get in trouble for DUI or DWI.
A: As a SOFA status member, you consent to chemical testing of your blood and/or breath when you're in actual or physical control of a motor vehicle. Refusing the chemical test makes you subject to a one-year revocation of driving privileges and possibly, disciplinary action.

Effective 8 June 2001, personnel whose privileges have been revoked/suspended as a result of DUI, DWI, DWI refusal; allowing a person to operate a vehicle while under the influence of drugs or alcohol; operating a vehicle while under revocation/suspension; fleeing the scene of a traffic accident involving death or injury; racing or vehicular homicide; fleeing/eluding a police officer; or open container(s), shall forfeit their privileges to drive privately owned vehicles for the duration of their assignment to III MEF/Marine Corps Bases Japan. Additionally, based on the provisions of reference (a), any person, who by the cumulative effect of their overall driving record, fails to demonstrate the good judgment required of vehicle operators, shall forfeit their driving privileges for the remainder of their assignment to III MEF/Marine Corps Bases Japan.
