Four Individuals Indicted for Theft of Aviation Fuel From Texas Military Operations Center

Summary

On October 26, 2011, Tomas Quintero, Fernando Baca, Richard Baca, and Luis Campos, were indicted in U.S. District Court, El Paso, Texas, on charges of conspiracy, theft of personal property and theft of government property. 

The four individuals were involved in a scheme to obtain aviation fuel by fraud from Briggs Army Airfield (Briggs AAF)for use in commercial trucks.  Department of Defense contractor Trajen Flight Support (TRAJEN) operates the refueling station at Briggs AAF and is reimbursed for motor fuels excise taxes paid for all fuel used at the airbase.  TRAJEN assistant manager Mr. Quintero would notify both Mr. Fernando Baca and Mr. Richard Baca when to bring their trucks, belonging to RJ Baca Trucking, onto the airfield for fueling.   Mr. Campos would assist Mr. Quintero with fueling the trucks and received cash to help conceal the theft of the fuel by manipulating inventory records.  Both Mr. Fernando Baca and Mr. Richard Baca would pay $1.50 to $1.75 a gallon for the fuel and on occasion resale the fuel for up to $2.90 a gallon.  

This is an ongoing investigation being conducted with assistance from Defense Criminal Investigative Service, Texas Controllers Office and the U.S. Army Criminal Investigation Command.
