Portsmouth Man Charged with Discharging Ballast Water into Elizabeth River

Summary

On October 15, 2010, Mr. Jerry R. Askew, Sr. of Portsmouth, VA, and his company, Marine Environmental Services, Inc., were indicted by a federal grand jury for dumping more than 500,000 gallons of polluted water into the Elizabeth River.
