Investigations

On March 25, 2010, Roland Marichal, president and chief inspector of Quantum Aviation (Quantum), a  former FAA certificated repair station, was sentenced in the Southern District of Florida, Miami to 16 months home confinement, 60 months of supervised release/probation, 150 hours of community service, and ordered to pay $1,500 in restitution for his role in an aircraft parts scheme.  In addition, Mr. Marichal voluntarily surrendered his FAA Repair Station certificate as part of his plea agreement.

This investigation was predicated upon information that Quantum was falsely approving flight safety critical components for return to service that were not on Quantum's FAA capability approval list.  This investigation revealed that Mr. Marichal fraudulently certified the repair of aircraft parts and returned them to service. Further, Mr. Marichal prepared a set of work orders in order to conceal the fact that he overhauled/repaired aircraft parts that were not on his approved capability list.

This investigation was conducted jointly with the FBI, FAA, and DOT Office of Inspector General.
