Baltimore Woman Pleads Guilty to Production of Fake IDs, Racketeering

Summary

Mellarie L. Chisholm, an employee of the Maryland Motor Vehicle Administration (MVA), Baltimore, pleaded guilty in U.S. District Court in Baltimore to producing fake identification documents and mail racketeering conspiracy. In exchange for bribes Chisholm conspired with Mohan Thapa to sell and distribute fraudulent IDs to foreign nationals. Thapa, who owns a local driving school, bribed Chisholm to pass unqualified applicants on tests for commercial driver’s licenses. He pleaded guilty on January 16. Chisholm is scheduled to be sentenced on April 24. This was a joint investigation of OIG, the FBI, and INS.
