Director (P.E.)        National Wetlands Research Center 

 

As Center Director of the USGS National Wetlands Research Center (NWRC), Lafayette, LA, Phil’s duties include the management and research direction of the NWRC. As leader of the NWRC Executive Management Team (EMT), he is responsible for managing over $15M in annual data collection, research and outreach activities that include global expertise in: Forest and Wetlands Ecology and Geospatial Analysis. The NWRC is passionate about finding answers to wetland loss in America, particularly on the Gulf of Mexico coast.

Phil's interests include environmental hydraulics and hydrologic monitoring around the world.  His principal fields of competence are:

  1. Hydrologic monitoring and analysis
  2. Hydro-ecologic monitoring, analysis, and research

  5. Remote sensing technology

 After Hurricane Katrina, Phil led an interagency effort to retool and construct a network of hurricane worthy tidal gages.  The USGS in cooperation with the New Orleans District of the U.S. Army Corps of Engineers (USACE) undertook a project to harden 10 tidal gages destroyed by Hurricane Katrina in the near-shore environment of Louisiana and Mississippi. The new gages were designed and constructed to withstand the force of a Category 4 Hurricane, and are constructed from 36-in steel pipes driven 45-50 ft into the coastal ocean bottom sediments and stand 29-30 ft above the water’s surface.

These new gages transmit near real-time environmental data using the GOES satellite network. The data are disseminated to cooperating agencies and the general public through the World Wide Web (http://waterwatch.usgs.gov/). In addition to having sensors that measure water-level in hundredths of a foot, these new gages also monitor a suite of water-quality and meteorological parameters that include:

 

1. Specific conductance (micro Siemens per centimeter);
2. Salinity (in parts per thousand);
3. Water temperature (degrees Celsius);
4. Relative humidity (percent);
5. Uncorrected and corrected barometric pressure (mm of Mercury);
6. Air temperature (degrees Celsius);
7. Wind speed and direction (miles per hour and degrees from North, respectively); and
8. Precipitation (hundredths of an inch);
9. Tidal stage (in feet above North American Vertical Datum of 1988).

 

This new network of tidal gages has already withstood both category 3 Hurricanes Gustav and Ike in September 2008 and provided continuous near real-time (within about an hour) data throughout both storms without interruption.

 

These new USGS hardened tidal gages in the Gulf of Mexico provide continuous near real-time data critical to emergency managers throughout a hurricane event. Water-level, wind speed and direction, precipitation, and other meteorological parameters provide the National Oceanic and Atmospheric Administration (NOAA), USACE, and other weather forecasting and storm modeling entities with improved data to calibrate and verify predictions and models. Specific conductance and water temperature data assist State and local agencies responsible for regulating local fisheries, and provide data needed to ensure ecosystem health and public safety.

 

In 2008 Phil participated in an interagency effort with the U.S. Geological Survey (USGS), U.S. Army Corps of Engineers (USACE), Bureau of Reclamation (Reclamation), and National Oceanic and Atmospheric Administration (NOAA) to help define the Federal government's status and gaps in climate science with r3espect to water resources management.  In December 2008, this group published an interagency climate circular that explores strategies to improve water management by tracking, anticipating, and responding to climate change. This report, entitled Climate change and water resources management:  A federal perspective, describes the existing and still needed underpinning science crucial to addressing the many impacts of climate change on water resources management and represents the first major documentation by the 4 of the Nation's leading water agencies to address this issue.

 

In the international arena for the USGS, Phil has worked on several projects and programs and was the principal investigator on two international USGS projects:

 

1.  to help build sustainable water resources monitoring in Honduras and

2.  to help build and implement the Village Flood Watch project, a flood preparation, warning, and response program in Botswana.

 

Phil's other professional interests include hydrologic modeling, hydraulic design, and statistical analysis of floods and the research and development of remote sensing techniques to accurately measure riverine and estuarine systems.  His research and use of acoustic Doppler technology has led to several conference proceedings and water resources research investigations.
