Lieutenant Colonel James J. Handura
Deputy District Commander
LTC James Handura assumed duties as the Deputy Commander of the U.S. Army Corps of Engineers, New Orleans District on October 1, 2012.
Upon graduation from Austin Peay State University, Clarksville, Tennessee, where he earned a Bachelor of Science Degree in Geology, LTC Handura was commissioned as a Second Lieutenant in the Corps of Engineers in 1996. In 2000, LTC Handura graduated from University of Missouri-Rolla and earned a Master of Science Degree in Geology and Geophysics. In 2009, LTC Handura earned a Master of Military Art and Science from the U.S. Army Command and General Staff College. His military education includes the Engineer Officer Basic and Advanced Courses, the Combined Arms and Services Staff School, the U.S. Army Command and General Staff Officer Course, and the School of Advanced Military Studies.
LTC Handura began his career in the U.S. Army as an enlisted Combat Engineer from 1989 – 1993, during which time he served in Germany with the 82nd Engineer Battalion, as well as with the 20th Engineer Battalion at both Fort Campbell and Fort Hood. As an enlisted Combat Engineer, he deployed to Iraq during Operations Desert Shield and Desert Storm. His service as a Commissioned Officer includes Platoon Leader, Executive Officer, and Assistant Brigade Engineer with the 326th Engineer Battalion,101st Airborne Division; Assistant Division Engineer Liaison Officer, Company Commander U.S. Army Garrison, and Commander, Bravo Company 41st Engineer Battalion, 10th Mountain Division including deployments to Operation Joint Guardian and Operation Enduring Freedom; Project Engineer and Deputy Resident Engineer Florida Area Office, Mobile District, USACE; Deputy Resident Engineer Ramadi Resident Office, Gulf Regions Central District, USACE; CJ3 Future Operations Plans Officer and Strategic Planner Commander's Initiatives Group, US Forces Iraq.
His most recent assignment prior to the New Orleans District was as the Battalion Operations Officer and Battalion Executive Officer of the 7th Engineer Battalion, Fort Drum including deployment to Operation Enduring Freedom.
LTC Handura's awards and decorations include the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal, the Army Commendation Medal, the Army Achievement Medal, the Ranger Tab, the Sapper Tab, Basic Parachutist Badge, Air Assault Badge, French Commando School Badge, and the Army Engineer Association's Bronze de Fleury Medal.
