DLA performs product testing to assure that the items procured are of the requisite quality. Here at DEFENSE LOGISTICS AGENCY Aviation, our goal is to improve the process of delivering logistics support at a reduced cost by:
Providing quality materiel that meet our customer requirements;
Reducing failure costs incurred for nonconforming materiel received from suppliers by verifying conformance of that materiel to contract specifications; and,
Utilizing the supplier's past performance for future source selections and best value contracting decisions.

Target Testing The Targeted Testing Model is a DLA mandated program to capture Total Quality.
Targeted Testing includes prevention, appraisal, internal failures and external failures.
Associated values come from actual data or
estimations. Target populations are selected from all DLA stock by filtering based groups of risk and impact factors. Risk is the likelihood of failure, and impact is defined as when a failure occurs, how severe could it be. From risk and impact factors, FSCs and/or weapon systems are identified and a sample is selected for testing. Failures are sent to the assigned QAS in the Integrated Supplier Team (IST) for evaluation and corrective action. Non-conform-
ing material that affects usability for the item is removed from the depots. The overall effect improves the quality of our available stock at the depots. A sample contract clause to require PVT testing.
First Article Testing / Production Lot Testing (FAT/PLT)

Counterfeit Material / Unauthorized Product Substitution (CM/UPS)
Testing available to confirm suspicion of fraud. For more information see Focus On Fraud, a DCMA publication which contains info specifically on counterfeit supplier issues.
Critical Safety Item (CSI) Testing
Testing performed on items recently classified as Critical Safety Items. Testing performed to comply with DLA strategic plan 2002, goal #2. Product conformance of critical aviation material on hand will meet 99% by the end of FY07.
Customer Return - Improvement Initiative (CRII)
The Customer Returns Improvement Initiative Program addresses customer concerns regarding the receipt of defective material.
Conformance Verification Program (CVP)
Testing perfomed on select Air Force items from the Production Lot on previous conditionally approved First Articles.
Special Test Programs (ST)
Requests initiated to address specific situations and/or problems. Typically unique projects with unusual applications and/or test requirements.
