Clint Swett

International Technology Services (ITS)

Clint Swett is the Acting Associate Chief Information Officer (ACIO) for International Technology Services (ITS) under the Office of the Chief Information Officer. He leads ITS in its mission to provide managed information technology services, networking, and support to USDA agency customers across the country and around the world.

Mr. Swett has been in service to our country for more than 34 years. He began his career with the U.S. Marine Corps (USMC) where he served in a number of warfighting support, command and control, and information technology officer positions in his 20+ years of active duty service. He served in various duties from radar technician, to Air Command and Control Warfare Officer, to Chief Technology officer in charge of USMC enterprise personnel, pay, finance, and accounting systems. Mr. Swett was responsible for enterprise data architecture, design, development, and testing of transactional processing systems supporting USMC Manpower and Reserve Affairs, and Programs and Resources Departments. He also designed and implemented the USMC's first enterprise Operational Data Store for Personnel, Pay, and Accounting information.

After retiring from active duty, Mr. Swett accepted a government service position with the Defense Finance and Accounting Service (DFAS). For the DFAS, he was responsible for the design, development, implementation, and maintenance of USMC enterprise business systems that stored and updated the automated personnel record, paid every active duty and reserve Marine, and also accounted for every transaction of the USMC's multi-billion dollar budget. He introduced Web enabled systems into the USMC and DFAS enterprise to provide self-service and small unit leader transactions as a means of business process improvement. As the Director of the USMC's only Technology Services Organization (TSO), Mr. Swett focused on process improvement of the fee-for-service organization which reached CMM Level 4 of the Software Engineering Institute's Capability Maturity Model for the Marine Corps Total Force System. This organizational accomplishment required significant collaboration with leadership and technical experts across the USMC enterprise.

In 2006, Mr. Swett transitioned the organization from DFAS to the USMC. Mr. Swett undertook the whole span of activities to move the 500 person technology organization into a mission funded organization with reimbursable work capability. The Technology Services organization provided core enterprise business application development, hosting, and infrastructure services to the USMC, Naval Reserve, Air National Guard, and Air Force Reserve. He evolved the technical and process maturity of the entire organization to reach documented CMMI levels for all development divisions within the organization. During this period, the USMC TSO was subject to a BRAC decision. Mr. Swett and the TSO successfully transitioned the entire government workforce to a new site more than 400 miles away without any drop in customer service or organizational capability.

Mr. Swett joined USDA in May of 2012 as the Director of the Technical Support Division within International Technology Services where he was responsible for field end user desk side support and field-based infrastructure services for the USDA Service Center Agencies and other USDA offices.

Clint Swett holds a Master of Science degree in Information Technology Management from the Naval Postgraduate School, an MBA from National University of San Diego, a Bachelor of Science in Electronics Systems Management from Southern Illinois University, Carbondale, Illinois, and an Associate of Applied Science in Electronics Technology from Arizona Western College, all with honors or distinction. Mr. Swett holds numerous military medals and decorations that include the Defense Meritorious Service Medal and Navy Commendation with Gold Star.
