Voting Overseas

The State Department has a new website concerning voting overseas.
The Federal Voting Assistance Program (FVAP) is responsible for administering the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). This Act requires that states and territories allow most U.S. citizens to register and vote absentee in elections for Federal office.

Citizens eligible to vote include:

  • Members of the Uniformed Services (including Army, Navy, Air Force, Marine Corps, Coast Guard)
  • Merchant Marines
  • Eligible family members of the above
  • Commissioned Corps of the Public Health Service, and Commissioned Corps of the National Oceanic and Atmospheric Administration
  • U.S. citizens employed by the Federal Government residing outside the United States,
  • All other private U.S. citizens residing outside the United States
  • Mailing your FPCA (Federal Post Card Application) and later your Voting Ballots to the United States
  • All U.S. voting material is marked "U.S. Postage Paid" for mailing in the U.S.


Overseas voters have two options for mailing:

  • The Embassy's American Citizens Services section can mail your completed FPCA and voting ballot without charge, but CANNOT fax or express mail them for you. You may give us your ballots Monday through Friday from 10:00am and 12:00pm or 2:30pm to 4pm at the Consular Section, window 15. 
  • You can airmail your completed FPCA and Voting Ballot from Argentina by affixing the appropriate Airmail Postage.
