Pursuant to HRS Chapter 371, Part II, the Department of the Attorney General takes reasonable steps to ensure meaningful access to services, programs, and activities by limited English proficient persons, which are determined by a totality of the circumstances, including the factors set forth in HRS ยง371-33.
