The U.S. Air Force (USAF), U.S. Transportation Command (USTRANSCOM), and Defense Finance and Accounting Service proposed the DEAMS initiative to improve outdated and unreliable financial management processes and systems.
Processes Supported BY DEAMS
DEAMS will support and replace an array of existing financial processes to include:
- Billing
- Collections
- Obligations
- General Ledger
- Cost Accounting
- Purchase Request
- Receipt and Acceptance
- Analysis and Decision Support
- Accounts Payable and Disbursement
- Customer Order and Customer Billing
- Budget Distribution, Control and Execution
- Property, Plant and Equipment (USTRANSCOM only)
Existing Systems Replaced By DEAMS
At a minimum, the systems listed below will be replaced by this solution for the target user community. Other systems may also be replaced based on the findings of the project team and the functional capability of the Oracle Federal Financials® commercial off-the-shelf software.
- Automated Business Services System (ABSS)
- Airlift Service Industrial Fund Integrated Computer System (ASIFICS) *Note: was replaced by DEAMS Component Billing System (DCBS)
- Cargo and Billing System (CAB) - funded through fiscal year 2014
- Civilian Pay Accounting Interface System (CPAIS) and Civilian Pay Accounting Bridge (CPAB)
- Air Force General Accounting and Finance System (GAFS/R/BL)
- Integrated Accounts Payable System (IAPS)
- Obligation Adjustment Reporting System (OARS) - subsumed by DEAMS in Increment 2
- SDDC Oracle® Financial System: Transportation Financial Management System-Military Traffic Management Command (TFMS-M) - funded through fiscal year 2014
- Military Sealift Command's (MSC) Oracle® Financial Solution: Financial Management System (TFMS-M)* affects Transportation Working Capital Fund (TWCF) operations only; FMS will continue for Navy funds
