FORT DETRICK WEB SITE

  1. PURPOSE.
    To establish a uniform policy and procedure for placing information on the Fort Detrick Web Site.
  2. APPLICABILITY.
    The provisions of this SOP apply to all Fort Detrick and other facilities serviced by Interservice Support Agreement or Memorandum of Agreement with U.S. Army Garrison, Fort Detrick.
  3. REFERENCE.
    1. AR 360-5, Public Information
  4. POLICY.
    1. The Fort Detrick Web Site is intended for the use of the general public and the Fort Detrick community. Information contained on the Web Site must be informative and/or educational in nature. It is intended to incorporate customer and market requirements.
    2. The Public Affairs Office manages the Fort Detrick Web Site.
    3. All information that meets customers needs will be considered and used providing its follows established standards and is not in violation of any policies or laws. No personal or advertising information will be considered. No false or misleading information may be knowingly submitted. False or misleading information will be immediately removed once identified.
    4. Information must be concise and easily understood by the general public. Technical information will be included if it clearly serves a need of an identified audience.
    5. The Public Affairs Office reserves the right to edit information to conform to established Web style or remove inappropriate information.
    6. Information that is refused will be returned to submitter with appropriate comments as to why it is not being used. Changes may be made to information and resubmitted for inclusion.
    7. Fort Detrick does not solicit or accept requests for links.
    8. Links to non-government sites are provided only when they contain information that supports the mission of the command. The appearance of hyperlinks does not constitute endorsement by the U.S. Army of this Web site or the information, products or services contained therein. For other than authorized activities such as military exchanges and Morale, Welfare and Recreation sites, the U.S. Army does not exercise any editorial control over the information you may find at these locations. Such links are provided consistent with the stated purpose of this DoD Web site.
  5. PROCEDURES.
    1. Information to be included on Web Site is to be provided to the Marketing Web Designer on commputer disk or through e:mail to: USAGWebmaster@amedd.army.mil. Information should be provided in Microsoft Word.
    2. Appropriate photos or artwork will be provided as listed above. It must be provided in a TIF, GIF or JPEG format.
    3. Information must contain name, phone number, location of person submitting information and an expiration date for the information, if applicable.
    4. Upon approval for inclusion, information will be forwarded to Web designer.
    5. Published information will be reviewed periodically and removed if outdated. Changes, such as dates, names or invalid information, are the responsibility of the submitter. Changes will be made within four working days to published information from the time POC notifies Web manager.

Changes to this SOP will be made by the Public Affairs Office only.

    Affairs Office.

  2. Information presented on this web site is considered public information and may be distributed or copied. Use of appropriate byline/photo/image credits is requested.

  3. For site management, information is collected for statistical purposes. This government computer system uses software programs to create summary statistics, which are used for such purposes as assessing what information is of most and least interest, determining technical design specifications, and identifying system performance or problem areas.

  4. For site security purposes and to ensure that this service remains available to all users, this government computer system employs software programs to monitor network traffic to identify unauthorized attempts to upload or change information, or otherwise cause damage.

  5. Except for authorized law enforcement investigations, no other attempts are made to identify individual users or their usage habits. Raw data logs are used for no other purposes and are scheduled for regular destruction in accordance with [National Archives and Records Administration Guidelines]. "All data collection activities are in strict accordance with DoD Directive 5240.1 (reference(p)).

  6. Unauthorized attempts to upload information or change information on this service are strictly prohibited and may be punishable under the Computer Fraud and Abuse Act of 1987 and the National Information Infrastructure Protection Act.

xxx.yyy.com (or 123.123.23.12) -- this is the host name (or IP address) associated with the requester (you as the visitor). In this case, (....com) the requester is coming from a commercial address. Depending on the requester's method of network connection, the host name (or IP address) may or may not identify a specific computer. Connections via many Internet Service Providers assign different IP addresses for each session, so the host name identifies only the ISP. The host name (or IP address) will identify a specific computer if that computer has a fixed IP address.

[28/Jan/1997:00:00:01 -0500] -- this is the date and time of the request.

"GET /detrick/news/whatsnew.html HTTP/1.0" -- this is the location of the requested file on Ft. Detrick.

200 -- this is the status code - 200 is OK - the request was filled.

16704 -- this is the size of the requested file in bytes.

Mozilla 3.0 -- this identifies the type of browser software used to access the page, which indicates what design parameters to use in constructing the pages.

www.altavista.digital.com - this indicates the last site the person visited, which indicates how people find Ft. Detrick.

Requests for other types of documents use similar information. No other user-identifying information is collected.
