On July 29, 2011, the U.S. Agency for International Development (USAID) Business Regulatory and Tax Administration Reform Project BIZTAR launched an online database called the Registry of Local Acts (RLA) in Balti, the second largest city of Moldova. The database increases transparency and accountability by making local government decisions available to citizens.
