Duties: 

Responsible for the monitoring and control of construction of power system facilities including major substations, transmission lines, and buildings within the Desert Southwest Region.  In this capacity, incumbent serves as a Civil Engineer and technical expert responsible for the contract construction quality assurance and safety programs; oversees team resources to monitor contractor performance to ensure accurate and timely completion of contract provisions; reviews construction plans and specifications to determine construction feasibility and identifies possible construction difficulties; recommends changes in design, specifications and schedules to accommodate conditions at the construction site or to expedite construction.  Work involves complex coordination with a multitude of individuals involved with construction, right-of-way activities, operation and maintenance of power system facilities.

You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. To qualify at the GS-11 level you must have one year of specialized experience that is comparable in level, difficulty and responsibility to at least that of the GS-09 in the Federal Service.  For the GS-11 level, specialized experience includes:  

Experience in the coordination and design of high voltage (69kV and above) transmission lines and substations including design data, foundations, structures and site development.  Experience in developing specifications and drawings for high voltage transmission lines and substations.  To qualify at the GS-12 level you must have one year of specialized experience that is comparable in level, difficulty and responsibility to at least that of the GS-11 in the Federal Service.  For the GS-12 level, specialized experience includes:  Experience in organizing, coordinating, and design of high voltgage (69 kV and above) transmission lines and substations including design data, foundations, structures and site development.  Experience in developing and organizing specifications and drawings for high voltgage transmission lines and substations.
