In August 2004, the Department of Defense designated the Defense Logistics Agency as the executive agent for Class III bulk petroleum with the publication of DoD Directive 5101.8. The directive authorized DLA to re-delegate the responsibility to DLA Energy. The Executive Agent office was formally established Dec. 3, 2004, to assist the DLA Energy commander with implementing this DoD EA mandate for the bulk petroleum supply chain from source of supply to the end-user.
With a long term strategic focus, the EA office identifies opportunities to enhance supply chain functions and operations regardless of the source stream of the product. The EA office utilizes its team of program managers for developing, coordinating, managing and accomplishing the EA initiatives identified by DLA Energy, the Component Steering Group and other stakeholders in the bulk petroleum community. With an emphasis on improving efficiency and effectiveness in the supply chain, these initiatives are built around the following focus areas/thrust points: planning; operations; product standards and quality; equipment and facilities; resources; training and education; and information management. DLA Energy’s EA program uses the CSG to facilitate change and end-to-end business process collaboration between DoD components. The members of the CSG are the military services, DLA, DLA Energy (non-voting chair), the chairman of the Joint Chiefs of Staff and the commanders of the combatant commands. Other members may be added as needed, at the discretion of the chair.
