Summary: Goal of the Project: Improve legal services to victims by developing a comprehensive pro bono legal network. This network will enforce victims’ rights and will provide civil legal representation to victims who need a variety of services related to their victimization while also providing coordination and support for coexisting and overlapping legal needs.  These goals will be achieved by building on the foundation of the independent needs assessment that identifies gaps in services, and by bringing network partners together to fill those gaps within a sustainable network.

Strategies to be used:

  1. Assess victim service needs within Milwaukee County, and provide related analysis regarding service gaps within the area.

  2. Bring together pro bono service providers within a supportive network environment to formalize relationships, policies and procedures, as well as develop shared infrastructure, coordinated intake and referral policies, and shared pro bono attorney recruiting, training and referral policies.

  3. Maximize pro bono legal services to victims within Milwaukee County by developing an array of pro bono services from legal advice to full legal representation, building on the strengths of court and community based service networks without duplicating services. Fully engaging pro bono attorneys and attracting additional attorneys to the network with an array of volunteer opportunities to suit the variety of time and practice constraints and opportunities among attorneys in our community.

Deliverables:
Interim: Executed MOU. Technical proposal detailing methodological approach to the needs assessment will be provided within three months of the award.

Phase One Final Products: Completed needs assessment within six to nine months following approval of the methodological approach. Analysis comparing needs assessment of victim needs to existing victim services, identifying gaps in legal services within the geographical area served. Analysis of gaps in pro bono training as it relates to gaps identified gaps in legal services for victims. Completed protocols, policies, and procedures.
