Summary: The South Dade Legal Assistance Network (“The Network”) will be a comprehensive, wraparound, pro bono legal assistance network for victims of crime. The proposed network will be documented so that it can serve as a demonstration project that can be replicated in other jurisdictions of similar sizes around the country. The first goal of the Network is to develop collaborative models for fully meeting the broad range of legal needs of victims with complex legal and social service needs Objectives for goal 1 are: (1) to develop and conduct a needs assessment in the defined geographical service area; and (2) design a detailed plan that includes policies, procedures, and protocols for providing victims with necessary legal services and referrals within the network, based directly on the results of the needs assessment, and including an MOU with partners. Activities during the planning phase will include a needs assessment at three levels: (a) micro level (victims/clients), (b) macro level (legal system including courts and legal service providers, support services and enforcement advocates, and (c) mega analysis (secondary data). The needs assessment will use mix methods which will rely on review of existing data, as well as conducting 60 key informant interviews, and surveys of representatives from the micro and macro levels (n=150). The results of the needs assessment will be used for the development of protocol, policies and procedures (PPPs). The steering committee and workgroups will work together during this phase for the development of the governance structure of the Network. These PPPs will build on the success and lessons learned of the protocols developed for the Family Violence Service and Prevention Network in the same area with some of the same partners. PPPs will address inclusion guidelines, wraparound service principles and protocols, documentation and confidentiality protocols, referral mechanisms, and evaluation procedures that do not pose risk for the clients. The second goal is to provide technical assistance to the Network. The objectives of this goal are 1) to increase knowledge of Network members about wraparound system and 2) to assess the level of collaboration and coordination of services during the development of PPPs.
