Administrative, PDAT, and Disability Instructions

 

The Corporation will be operating under a Continuing Resolution for the foreseeable future. Therefore, as we have done in the past, we will award only 50% of each commission’s Administrative, PDAT and Disability grants in December, based on 2010 allocations (not including unexpended funds and/or supplemental funds, if approved). Deadlines

2011 Admin PDAT and Disability: November 12, 2010

Admin PDAT and Disability clarification period November 29-December 3, 2010.

Please note that Commission staff need be available to resolve clarification issues during the first week of December to ensure that grants are awarded by the January 1 start date.Failure to respond to clarification in the state timeframe could affect the release of the award by the January 1st start date.

2011 Allocation Amounts for Administrative, PDAT, and Disability Grants. The Serve America Act increased the minimum amount of each Administrative grant to $250,000 and the maximum to $1,000,000. Based on amounts we anticipate receiving, and in consultation with OMB and Congress, we do not currently plan to increase the maximum amount of $850,000 that we established in 2011. We will publish revised charts as soon as we have our appropriation and know the total available for allocation.

Allocations for PDAT and Disability will be recalculated this year using the same formula that was used three years ago. The calculation will be based on number of enrolled AmeriCorps State and National members and programs/operating sites; number of Learn and Serve America programs; and number of Senior Corps Foster Grandparent and Senior Companion volunteers and programs per state during 2007-2009.

Use of Unexpended Funds. If you have unexpended funds from your 2010 award that you want to carry over into 2011, you must include those funds in the budgets you submit for any of your three grants. If you don’t include them, the Corporation will deduct the amount reported as unexpended on the FFRs for the period ending 12/31/10 when we award the remainder of your 2011 grant funds. Please note, if your grant expires in 2010, you cannot carry over funds. You will need to submit a request for a no-cost extension if you will have funds and approved activities that will take place after the project end date.

Awarding the Remainder of 2011 Grants. When the Corporation receives its 2011 appropriation, you will receive final allocation charts for commission Administrative, PDAT and Disability funds. Your program officer will work with you then to make any necessary budget amendments to reflect your allocation and to initiate amendments for the remainder of your allocations for the year.

Please remember awards will not be made to commissions if any of the following apply:

  • Federal Financial Reports are overdue;
  • Closeout documents are overdue or reconciliation between the HHS system and FFR is overdue;
  • Match is not being made; and/or
  • There are outstanding A-133 or IG audit issues.
