Welcome to the Jobs Opportunity Bulletin Board System (JOBBS) Website
JOBBS is an electronic bulletin board system sponsored by the Department of Energy (DOE)
for use by DOE federal and contractor employees who may be at risk of losing their jobs.
It provides a forum for communication that allows DOE federal and contractor employees to
use JOBBS capabilities to search for new positions that are available through DOE contractor
employers by accessing want ads. Users can also store a resume to send to employers. Employers
are also able to search resumes of users who have chosen to make them available.
No Cost to Use
There are no fees to qualified job seekers or to potential employers who use this system.
However, users may incur long distance charges for Internet access to access JOBBS.
Preference in Hiring
The Department of Energy requires preferential hiring of any displaced DOE contractor employee
who is designated a Cold War Worker (CWW). CWW refers to employees hired on or before
September 27, 1991, who have worked full-time since that date and up to the date of their
reduction-in-force notification. Part-time employees must meet the industry standard equivalent to
full-time employment.
It is the obligation of all contractors and subcontractors to verify the status of all individuals
who stated that they are eligible for preference in hiring. Also, it is the obligation of all contractors
to track and monitor all preference-in-hiring activity at their sites. This hiring preference is mandated
by Section 3161 of the National Defense Authorization Act for Fiscal Year 1993.
Extensive information on the preference-in-hiring policy is available in the Department of
Energy's guidance document entitled
Planning Guidance for Contractor Work Force Restructuring. Additional guidance can be found at
Work Force Restructuring.
