This Report and Order adopts rules and policies that provide incentives for wireless telecommunications carriers to serve individuals living on tribal lands.

This Memorandum Opinion and Order and accompanying Further Notice of Proposed Rulemaking affirms the service rules adopted in the 700 MHz First Report and Order, provide additional guidance on factors considered when reviewing applications for approval of voluntary agreements accelerating the transition of incumbent analog television licensees and opening these bands for new 700 MHz licensee use, and seek comment on several aspects of the spectrum clearing process.
