We identified problems, risks, and challenges that need to be addressed if the objectives of the Gore Commission are to be met efficiently and timely. Specifically, we found: 1) initial equipment deployments were slow and some equipment installations were not conducive to efficient and effective operations, but lessons were learned and the equipment deployment is improving; 2) FAA has not finalized property transfer and use agreements with the U.S. and foreign air carriers receiving explosives detection equipment; and 3) Air carriers are significantly underutilizing the equipment already deployed The equipment, while effective in detecting explosives, is experiencing high false alarm and slow baggage throughput rates, potentially impacting industry and passenger acceptance of checked baggage screening.
