FY 2012 Comprehensive Oversight Plan for Southwest Asia Issued

Image of the FY 2012 Comprehensive Oversight Plan for Southwest AsiaThe Department of Defense Inspector General and the Southwest Asia Joint Planning Group have issued the FY 2012 update to the Comprehensive Oversight Plan for Southwest Asia.  To view the FY 2012 update click here.

The Comprehensive Oversight Plan for Southwest Asia incorporates the planned and ongoing oversight by the members of the Southwest Asia Planning Group which include:  the Inspectors General of the Department of Defense, Department of State, and the U.S. Agency for International Development; the Special Inspectors General for Iraq Reconstruction and Afghanistan Reconstruction; the Army Audit Agency; the Naval Audit Service; and the Air Force Audit Agency.  

The FY 2012 update includes descriptions of oversight projects that directly impact efforts in Southwest Asia and surrounding areas, as of October 1, 2011.  The FY 2012 edition is organized by each oversight agency and impacted country, including Afghanistan, Iraq, Kuwait, Pakistan, Qatar, and other countries.  The projects are listed in the estimated project start date order by month-year for each country grouping.  The projects may be conducted exclusively in theater, require travel into theater, or be conducted outside the theater, such as solely in the continental United States (CONUS).

In addition to the audits of contracts, subcontracts, and task and delivery orders for logistical support being conducted, this comprehensive plan addresses other oversight areas, including asset accountability, transition of security responsibilities to Iraq and Afghanistan, financial and logistics management, security, rule of law, and economical and social development.

The plan is in response to Public Law 110-181, “The National Defense Authorization Act for Fiscal Year 2008,” Section 842, “Investigation of Waste, Fraud, and Abuse in Wartime Contracts and Contracting Processes in Iraq and Afghanistan,” January 28, 2008; and Public Law 110-417, “The National Defense Authorization Act for Fiscal Year 2009,” Section 852, “Comprehensive Audit of Spare Parts, Purchases, and Depot Overhaul Maintenance of Equipment For Operations in Iraq and Afghanistan,” October 14, 2008.

This plan may be revised and updated as necessary.  The next scheduled update to this plan will be the FY 2013 Update.

FY 2012 Audit Plan Issued

The FY 2012 Audit Plan identifies our ongoing and planned oversight of DoD organizations, programs, activities, and functions as an integral part of the DoD management system. For FY 2012, our primary oversight is focused on the following risk areas: major weapon systems acquisition; contract management; financial management; business systems modernization; payments; cyber operations; management and execution of Afghanistan Security Forces funds; health care; and joint warfighting and readiness. In prioritizing our oversight to address these risk areas, we designed the planned audits to improve the safety and welfare Service members and their families, support the Department’s Overseas Contingency Operations, improve operations and financial reporting, identify improvements in ongoing efficiency efforts, and identify new efficiencies.

New Edition of the Journal of Public Inquiry Issued

Image of the Journal of Public InquiryThe latest issue of the Journal of Public Inquiry is now available online.  The Journal is published semiannually by the Department of Defense Inspector General on behalf of the Council of Inspectors General on Integrity and Efficiency. To view the Journal, click here.

The Journal contains articles of interest to the Inspector General community. This issue covers a variety of topics including focusing oversight, tools for evaluating contracting resources, how the IG community is giving back by teaching, utilizing an ombudsman to strengthen organizational effectiveness, and ensuring contractor accountability.

The Journal is a publication of the Inspectors General of the United States. We solicit articles from professionals and scholars on topics important to the oversight community.

DoD IG Presented with Three Awards at the 14th Annual CIGIE Awards Ceremony

Photo from CIGIE AwardsThe Department of Defense Office of Inspector General received three awards at the 14th Annual Awards Ceremony hosted by the Council of the Inspectors General on Integrity and Efficiency (CIGIE).

 Attorney General Eric Holder delivered the keynote address.  Special Agent in Charge Edward Bradley of the Defense Criminal Investigative Service (DCIS) Northeast Field Office was presented the “Award for Individual Accomplishment” by the Attorney General and Mr. Jeffrey Zientz, CIGIE Executive Chair.  The award was presented to Special Agent in Charge Bradley “in recognition of outstanding leadership and expertise” in furthering the mission of DCIS.

Other awards were presented by Ms. Phyllis K. Fong, CIGIE Chair, and Mr. Carl A. Clinefelter, CIGIE vice Chair.  They presented two other awards to the DoD IG Office of Special Plans and Operations (SPO).  

A team from SPO was presented with the “Award for Excellence in Evaluations in recognition of exceptional performance during the “Assessment of Allegations Concerning Traumatic Brain Injury (TBI) Research in Iraq.”  

SPO also received the “Award for Excellence in Multiple Disciplines” in recognition of exceptional performance during the “Assessment of the U.S. Government Efforts to Train, Equip, and Mentor the Expanded Afghan National Police.”
